Tobacco tax to be increased and expanded

The Federal Cabinet has passed a tobacco tax reform that will in future apply not only to conventional tobacco products such as cigarettes, but also to e-cigarettes and e-liquids, reports Zeit Online.

The increase will be implemented gradually from 2022 to 2026. As a result, both e-cigarettes and heated tobacco products are likely to become significantly more expensive. For example, for nicotine-containing liquids the tax rate will initially be EUR 0.02 per milligramme of nicotine from July 2022 and then EUR 0.04 per milligramme from 2024, the report said.
The raise in tobacco tax also affects cigarettes and tobacco: the tobacco tax for a pack of 20 cigarettes will increase by an average of about EUR 0.08 per year in the planned period. For a 40-gramme pack of fine-cut tobacco the tax will rise by an average of about EUR 0.13 to 0.16 per year. In addition, the existing minimum tax for cigars, cigarillos and pipe tobacco will be adjusted.
The tobacco tax was last raised in 2015. The cabinet decision must now be approved by the Bundestag.
