BAT backs excise tax bill

British American Tobacco (BAT) supports a government-endorsed bill to reform the country’s excise tax policy, as it would level the playing field for old and new entries to the market.  

The new bill would peg cigarette prices to inflation and remove the distinction between "old" and "new" brands for tax purposes, reports the Manila Standard Today.
Under the present excise tax scheme, old brands – those that were established by tobacco companies operating in the country before 1996 -enjoy a preferential excise tax treatment of PHP 12 (EUR 0.23) per pack of cigarettes. Companies that came in after 1996 are levied an excise tax of PHP 28.30 per pack (EUR 0.49).
James Lafferty, general manager of BAT Philippines, said: “If you came in just after 1996, or specifically in 1997, which happened in our case, we have to pay higher excise tax even if we are selling the product at the rate of Philip Morris Fortune Tobacco Corp. This is the most unfair thing that I ever seen. […] We just simply want the government to level the battle field in order for us to destroy the monopoly."
Philip Morris Fortune Tobacco Corp (PMFTC) controls 94 percent of the domestic tobacco market.
The administration-endorsed excise tax bill aims to generate additional revenues of PHP 60.7 billion on the first year, PHP 84.3 billion on its second year, PHP 118.4 billion on the third year, PHP 128 billion on the fourth year, and PHP 139.3 billion on the fifth year. (pi)
