British American Tobacco will decide in October 2005 whether to abandon a six-year investment effort in Croatia, which the company says has been undermined by unfair treatment in a "hostile" business environment.
The company complained in a sharply worded statement that its operations in Croatia were being hindered by red tape, "discriminatory" excise taxes favouring domestic cigarette brands by punishing importers and "continuing monopolistic behaviour" by the country's formerly state-owned tobacco industry.
