Cigarettes become more expensive

A pack of 20 cigarettes could cost up to GBP 0.50 (EUR 0.57) more following changes to the tobacco duty regime that were adopted in the 2011 Budget yesterday.

Sticking to previously announced plans by the Labour party, the UK government yesterday increased tobacco duty by 2 per cent above inflation.
However, on top of this, a wider restructuring of duty – i.e. changes that apply to "proportional and specific excise rates" – added the equivalent to approximately GBP 0.50 to the price of a pack of economy cigarettes and GBP 0.33 to premium cigarettes.
This means that the price of economy cigarettes rose from GBP 5.13 to GBP 5.63 per pack of 20, while premium brands increased from GBP 6.62 to GBP 6.95 per pack of 20.
In addition, the cost of a 25-gram-pack of hand-rolling tobacco rose GBP 0.67 to GBP 7.35, a pack of five small cigars rose by GBP 0.10 and a pack of pipe tobacco rose GBP 0.17.
Christopher Ogden, chief executive of the Tobacco Manufacturers' Association (TMA) said the tax rise "clearly demonstrates a complete lack of joined-up-thinking as taxation is the driver of the illicit tobacco trade".
Chancellor George Osborne said: "It's clear that the structure of the tobacco duty regime is being exploited to produce cheaper cigarettes so we will change the regime to narrow the differential between these lower cost brands and the rest, and between cigarettes and hand rolled tobacco. […] This will reduce smoking and improve our nation's health."
The measures should raise an extra GBP 355 million for the government by 2015.
No changes were made to alcohol duty beyond the increase of 7.2 per cent that was already announced. (pi)
