A new draft law proposed setting a minimum pack price of RUB 55 (EUR 1.17) from next year. This price would be adjusted annually for excise tax and inflation. Currently the cheapest pack of cigarettes in Russia sells for RUB 39.
Russia began tightening tobacco regulations last year, banning advertising and event sponsorship, restricting cigarette sales, and broadening restrictions on smoking in public places.
