EP votes against slims ban

The European Parliament voted to strike the proposed ban on slim cigarettes and backed regulating e-cigarettes as tobacco products, setting the stage for conciliation talks on the next Tobacco Products Directive (TPD).

Agreeing with the European Commission and Council that menthol cigarettes should be banned, Parliament proposed an eight-year phase-out period before implementation. Treatment of menthol differs from other characterising flavours in cigarettes, RYO and smokeless tobacco products that were given a three-year grace period.
Graphic warnings on cigarette packs covering 65 per cent of the front and back were approved instead of an earlier proposal of 75 per cent. Packs holding less than 20 cigarettes will be prohibited, as will packaging designed to appeal to young people.
"I lost some, I won some", said MEP Linda McAvan, the legislator who will represent Parliament in coming negotiations with the Commission and Council. All three EU bodies have approved drafts for a new TPD that will be melded into a common position before the Directive is sent back to Parliament for final approval.
Both Commission and Council have said e-cigarettes should be regulated as medicinal products. Rejecting a parliamentary committee recommendation for regulation as a medicine, the full body said the nicotine delivery devices should be subjected to stricter quality standards, but treated as tobacco products generally available to an adult public. "That's probably the biggest difference", in the three TPD proposals, McAvan said.
Talks could begin as early as next week, and conclude by the end of this year, McAvan said.
"It is possible to protect both lives and jobs", EU Health Commissioner Tonio Borg said in response to tobacco industry warnings that the new directive may lead to massive job loss.
