The European Commission says it is taking France to the EU's highest court, the European Court of Justice, for fixing minimum retail prices of cigarettes.
The commission said that while it recognises that “price and tax measures are effective means for reducing tobacco consumption'”, such measures are prohibited if they distort competition. It added that it advocates increasing the excise duty on cigarettes to tackle tobacco consumption.
