Health Canada is looking at forcing tobacco companies to make less addictive cigarettes, the National Post reported.
"It’s a policy development tool,“ a department spokesman reportedly said. Although not specifically mentioned in a tender calling for an outside researcher to study the issue, the Post said lowering nicotine content is the most discussed way to reduce addiction.
