The Health Ministry has called on state governments to license tobacco shops and limit non-tobacco products they are allowed to sell, The Hindu said.

A 21 Sept letter recommends that shops selling tobacco products be prevented from stocking items such as sweets, biscuits and chips meant for non-tobacco users, in particular children, the newspaper said. State authorities were asked to set up a mechanism to grant permission for the sale of tobacco products in retail outlets.
