A Missouri judge said a ballot initiative that would raise the state tax on a pack of cigarettes to 60 cents from 17 cents is valid and belongs on the November ballot, the St Louis Post Dispatch reported.
Opponents of the measure in advance of the ruling by Cole County Circuit Judge Jon Beetem said they would appeal an adverse decision. Additional revenue from the tax would be used for early childhood education programmes, the newspaper said on its website.
