After months of debating, Germany's coalition of conservatives and Social Democrats announced it saw legal problems with a nationwide smoking ban and would instead leave it to the country's 16 states.
The lack of a national standard could end up in patchy implementation of a smoking ban in schools and restaurants. (pi)
