Vaping ban passed

San Francisco will become the first US city to effectively ban the sale of e-cigarettes, after the city's board of supervisors unanimously voted in favour of an ordinance on 25 June, CNN reported.

The ordinance says "no person shall sell or distribute an electronic cigarette to a person in San Francisco" unless that product has undergone premarket review by the US Food and Drug Administration (FDA) – this has not yet happened, the report said.
According to CNN, the ordinance includes sales in stationary stores as well as online sales shipped to an address in San Francisco. It applies not only to e-cigarettes but also to flavoured tobacco products. The measure does not ban the use of vapes by people aged 21 and over.
"This is a decisive step to help prevent another generation of San Francisco children from becoming addicted to nicotine," City Attorney, Dennis Herrera, was quoted as saying.
The measure will now be presented to Mayor London Breed. In a statement before the vote she expressed her support. "I support the legislation authored by City Attorney Dennis Herrera and Supervisor Shamann Walton to suspend the sale of e-cigarettes in San Francisco until the Food and Drug Administration concludes a review of the impacts of vaping on public health," Breed was quoted as saying. "There is so much we don't know about the health impacts of these products, but we do know that e-cigarette companies are targeting our kids in their advertising and getting them hooked on addictive nicotine products. We need to take action to protect the health of San Francisco's youth and prevent the next generation of San Franciscans from becoming addicted to these products."
Once signed, the ordinance will become an effective policy 30 days later. Six months later it will be fully implemented.
According to the report, this puts San Francisco – where the leading e-cig manufacturer Juul Labs is headquartered and recently announced the purchase of an office building in San Francisco – at the centre of a tense debate. The main reason cited for introducing these measures is the popularity of vapes among young people. But critics of the ordinance say it could harm businesses and eliminate what some groups describe as a less harmful alternative for adult smokers.
"This full prohibition will drive former adult smokers who successfully switched to vapour products back to deadly cigarettes, deny the opportunity to switch for current adult smokers, and create a thriving black market instead of addressing the actual causes of underage access and use," Juul spokesman Ted Kwong was quoted as saying.
Earlier in June, the FDA issued final guidelines for e-cigarette manufacturers to submit premarket tobacco product applications, which gives these companies a clearer way to obtain official authorisation to market their products, the report said.
